(by Paul Vivian and Rick Preckel, www.prestonpipe.com) Market Monitor – Worley has confirmed that it has landed a contract to provide engineering services and a final cost estimate for the Alaska LNG pipeline project. The 800-mile pipeline is intended to provide additional local natural gas supply and feedstock for a 20 million tonne/year LNG export facility. The project was initially proposed in 2013-2014. It is apparent that an agreement was reached between New York Governor Kathy Hochul and the Trump administration whereby the Trump administration would allow the Equinor offshore wind project to resume construction, and Governor Hochul commits to working with the Trump administration on new energy projects. Williams Co. has since restarted efforts to build the Constitution and Northeast Supply Enhancement (NESE) pipelines, both of which were previously blocked by New York. The proposed Constitution Pipeline is a 30”, 125-mile line that would move gas from Susquehanna County, PA to Schoharie County, NY. The NESE is about 37 miles of mostly 26”. Northeast pipelines are certainly interesting. Remember that the Mountain Valley Pipeline required legislation to complete and now it appears that the two mentioned above are on track due to a negotiation in effect, a trade. That doesn’t bode well for pipeline construction in that region. Venture Global LNG Inc. has withdrawn the Delta LNG project from the FERC pre-filing review process and intends to focus instead on the expansion of its Plaquemines project. This eliminates the need for the 280-mile, 42” pipeline. Import Supply – The April line pipe import total was 96,799 tons which was over 32,000 tons lower than the license tally published last month. May licenses ended the month at 119,713 tons which was about 19,000 tons lower than the projection from May’s Report. Through June 16th, line pipe licenses totaled almost 67,000 tons leading to a linear forecast of about 127,000 tons for the full month. Carbon SAW, >16” – 24”, was the import category with the highest volume for April at 26,192 tons with a CIF value of $1,329/ton. This represents a decrease of $270/ton from the prior month.
