(by Paul Vivian and Rick Preckel, www.prestonpipe.com) Market Monitor – The US Federal Energy Regulatory Commission (FERC) will implement its own National Energy Policy Act (NEPA) procedures after a US Supreme Court’s ruling limiting environmental impact evaluations to the physical scope of the project—not the upstream or downstream effects, Chairman Mark Christie told reporters on July 24. The Supreme Court’s ruling in the Seven Country Infrastructure Coalition v. Eagle Country, CO, is “huge in terms of clarifying” the scope of environmental reviews which was an ongoing issue at FERC since before he was on the commission, Christie said. The former precedent resulted in numerous court cases stalling or overturning gas pipeline and LNG projects and ordering the commission to reevaluate a project’s environmental impacts. Venture Global has reached a positive FID on its 28 mmtpa CP2 LNG export terminal in Cameron Parish, Louisiana. CP2 is expected to be operational in 2027. Gas for the new facility will be supplied by CP Express through a new 48″ pipeline approximately 85.4 miles in length and a new 24″ lateral pipeline approximately 6.0 miles in length, connecting the CP2 LNG terminal to the existing natural gas pipeline grid in east Texas and southwest Louisiana. Energy Transfer has reached a positive FID on the expansion of its Transwestern Pipeline – a 516-mile, 42” pipeline in the desert southwest. It is expected to go into service by Q42029. Welspun Tubular LLC announced that it would add an LSAW line pipe mill and coating facility at its Little Rock, AR location. The $150 million investment will boost the Arkansas facility offerings to sizes from 6” to 56” across ERW, LSAW, and HSAW production lines with an overall capacity of 1,000,000 tons/year. Import Supply – The June line pipe import total was 93,912 tons which was about 15,000 tons lower than the license tally published last month. July licenses ended the month at 72,985 tons which was about 20,000 tons lower than the projection from July’s Report. Through August 11th, line pipe licenses totaled about 59,000 tons leading to a linear forecast of about 176,000 tons for the full month. The full month number is likely to be lower. Carbon ERW, over 4 ½” but not over 16”, was the import category with the highest volume for June at 36,999 tons with a CIF value of $962/ton. This represents an increase of $28/ton from the prior month.
