(by Paul Vivian and Rick Preckel, www.prestonpipe.com) Market Monitor – Last month we wrote about the plans Bridger Pipeline Expansion, LLC filed with the Montana Department of Environmental Quality for a new 36-inch crude oil transmission line that would move Canadian crude roughly 645 miles south to Guernsey, Wyoming. We noted that this project would require a border crossing permit from President Trump. While the Trump administration is a strong supporter of oil and gas, the friction between the US and Canadian administrations made the permit less than a sure thing. While no assurances can be made with regard to this pipeline, President Trump did just issue a permit related to cross border construction along with two other permits related to cross-border pipeline operation. In other Bridger news, the BLM and Montana Dept of Environmental Quality are soliciting comments for the project as Bridger seeks a Montana Certificate of Compliance for the pipeline. Phillips 66 and Kinder Morgan announced the advancement of the Western Gateway Pipeline, a proposed refined products pipeline system, following a successful second open season that secured long-term shipper commitments sufficient to move the project forward, subject to the execution of definitive transportation service agreements, joint venture agreements, and respective board approvals. The new build part of the refined products project consists of about 250,000 tons of 20” stretching from Borger, TX to Phoenix, AZ. The project is expected to be completed by 2029.
